The rapid integration of digital technologies into public administration has made digital governance an essential pathway for modernizing governance systems in higher education institutions. With the widespread adoption of technologies such as big data analytics, artificial intelligence, cloud computing, and the Internet of Things, universities are increasingly transitioning from traditional governance models characterized by hierarchical decision-making and fragmented management toward more data-driven, collaborative, and integrated governance approaches. However, many institutions continue to face significant challenges, including misalignment between traditional governance concepts and digital innovation, fragmented digital policy frameworks, data silos, superficial digitization of administrative processes, and insufficient coordination among governance stakeholders. This study aims to examine the internal mechanisms through which digital governance initiatives influence the modernization of university governance systems. Grounded in digital governance theory, institutional theory, and higher education studies, the research adopts a mixed-methods approach, combining a systematic literature review, analysis of strategic policy documents from leading global universities, and semi-structured interviews with key stakeholders, including university leaders, chief information officers, deans, and student representatives. The analysis is structured around four governance dimensions actors, structures, processes, and instruments and identifies key barriers and enabling factors shaping digital governance implementation. Based on these findings, the study proposes a comprehensive optimization framework centered on conceptual-cultural renewal, institutional-regulatory reinforcement, technological empowerment, and collaborative governance. The research contributes to theoretical understanding of digital governance in higher education and provides practical guidance for universities seeking to advance governance modernization in the digital era.
