With the global economy and society accelerating digitization, digital resources have become core strategic assets for organizations, yet fragmented management, ambiguous value measurement, and inadequate security mechanisms severely hinder their value release. This study constructs a systematic strategic management framework for digital resources by adopting mixed researcethods including systematic literature review, multiple case studies, and quantitative empirical analysis. First, more than 300 relevant literatures are reviewed to clarify the existing research gaps in digital resource management; second, in-depth case studies are conducted on six typical organizations across the technology, finance, and public service sectors to extract key success factors for effective digital resource management; finally, 386 valid questionnaires are collected to empirically verify the framework’s effectiveness on organizational performance. The results show that the proposed framework, composed of four core dimensions including value creation, cross-departmental collaboration, evaluation and security guarantee, and dynamic optimization, exerts a significant positive impact on organizational performance (β=0.68, p<0.001). This study enriches the theoretical system of digital resource strategic management and provides actionable practical guidance for organizations to implement full-lifecycle digital resource management and enhance their core competitiveness in the digital economy era.References
