Educational Leadership in Implementing Sustainable Development Policies

Abstract

Sustainable development has become a central principle in global policy-making, with education playing a critical role in advancing the Sustainable Development Goals. However, the implementation of sustainable development policies in education faces persistent challenges, including uneven resource allocation, gaps between leadership capacity and sustainability principles, and misalignment between institutional culture and policy objectives. This study examines how educational leadership facilitates the effective implementation of sustainable development policies at the school level. Adopting a mixed-methods research design, the study integrates quantitative survey data with qualitative case analyses to explore leadership practices from three dimensions: strategic decision-making, organizational culture building, and support for teachers’ professional development. The findings indicate that successful policy implementation depends on educational leaders’ capacity for systems thinking and transformational leadership. Effective leaders overcome implementation barriers by establishing collaborative networks, embedding sustainable development concepts into curricula and assessment systems, and empowering teachers and students to actively participate in sustainability-oriented practices. The study proposes a leadership practice framework that clarifies the mechanisms through which leadership mediates the translation of policy objectives into educational practice. By linking leadership theory with policy implementation processes, this research provides both practical guidance for educational leaders and theoretical insights for policymakers seeking to strengthen sustainable development pathways in education.
